The contents of this regulation are subject to the Act and Regulations of the Higher Education Council.
The students are admitted and registered according to the regulations applied by Higher Education Council, Act 2547. The students are required to complete necessary documents and apply on time.
The students of the Medical Faculty are full time students. In order to benefit from the rights and privileges of education, students must be registered and pay the tuition fee at the beginning of the academic year.
A student wishing a transfer from another university: There must be a vacant position in the relevant phase; the student must be successful in the English Proficiency Examination held by the faculty. At the time of OYS examination the candidate’s entrance score must not be less than the lowest score for admission to the Hacettepe, Medical Faculty.
Further more, a student applying for transfer to group of Hacettepe English Medical Faculty must apply from a Faculty giving lectures in English.
a) According to regulations, a student renews his/her registration at the beginning of the academic year. Those who do not renew the registration and do not pay their tuition fee are discharged from the Medical Faculty.
b) At the beginning of academic year the students are required to pay tuition fee. Those who do not pay on time, their registration are not done and renewed.
The medical education consists of six (6) phases. Each phase is of at least 32 weeks duration.
The students must successfully complete the six year medical education course in a maximum of 9 years. If a student cannot complete the program of the said duration he/she is discharged from the Medical Faculty.
If there is an extension of the normal completion time, the student must present a valid reason and this must be accepted by the Faculty Executive Committee. The students who are discharged temporarily due to disciplinary action cannot be counted as excused absence.
The medium of instruction is either Turkish and English in the Turkish group and English in the English Group.
In order to enroll in Phase I, the students must pass English Proficiency Examination (whose mother tongue is not Turkish must enter Turkish Proficiency Examination). Those who do not pass the examinations must attend the Preparatory Class sessions.
The medical education is performed as subject committees in Phases 1, 2 and 3 and clinical clerkships in Phases 4, 5 and 6.
In Phase I and II “ Computer Skills” course is given. The students choose elective courses and inform to Faculty Registrar’s Office. The students are required to select at least to electives in every term. If there is an exceeding amount of chosen electives among students the second third choices will be valid. If the students fail in “Computer Skills” proficiency examination in Phase I-II the course becomes compulsory. The courses are organized in terms such as spring and autumn term. In elective and computer skills courses there is only comprehensive and comprehensive repeat examinations done.
Integrated system is currently applied at Faculty of Medicine, therefore students can only perform theoretical and practical education at the Faculty. The students of other institutions are not admitted for this purpose.
Attendance is compulsory in practical and theoretical sessions. Those who do not attend 20% of practical courses receive an “F1” grade. The students who do not attend 20% of practical courses and whose excuses are accepted by the Faculty Executive Committee receive an “E “grade.
If absence exceeds 20% of practical courses, the students must attend make-up sessions. If the students fail to do so, they receive an “F1” grade.
Students, who are absent from 25% of theoretical courses, receive an “F1” grade. The students who are absent over 25% of the theoretical courses and whose excuses are accepted by Faculty Executive Committee receive an “E” grade.
During his/her medical education, in order to be given leave of absence” the student must provide a valid health report issued from Hacettepe University Hospitals (if it is vacation time, he/she should provide a health report from a government hospital) and this should be certified and accepted by the Faculty of Medicine Executive Committee. During the period of illness, a student can neither attend the classes nor enter the examinations.
If the health reports show that the student cannot be eligible to be a physician then the Executive Committee reserves the right to discharge the student from the medical school. The late reporting (must be handed within two weeks after the excuse ) and reports covering only exam dates will be rejected.
The Executive Committee of Hacettepe Medical Faculty might reject or accept the forwarded reason of absence.
The students can be given leave of absence from the courses for one year by the decision of the Faculty Executive Committee, if they submit a document stating that they have received a scholarship or invitation to study for a given period at another institution.

During Phases 1, 2 and 3 a Subject Committee Examination is given at the end of each subject committee. These examinations consist of a written and a practical part.
At the end of Phases 1, 2 and 3 there is a final examination. The final examination is performed within 15 – 21 days; after the completion of last subject committee. Electives and Computer Skills courses are done at the end of each term.
The Repeat Final examination is performed 15-21 days repeat after the final examination. The electives and Computer Skills examinations is done 15-21 days after the final.

a) This is calculated as the sum of 60 % of the subject committee’s average and 40 % of the final examination.
b) The students who received F4 or F2 at the final examination are allowed to attend the Repeat Final Examination. At the end of the repeat final examination, the grade is calculated using 40 % of the repeat final examination result; 60% of the subject committees covering whole academic year.
c) In electives the students pass by receiving 50% of full questions.
The scores received out of 100 are modified according to the scores explained in Item 13. Phase passing score is 50. The result of the examination is announced as grades, such as A1 etc.
The sum of the scores obtained from the sections of an examination gives the mark of that examination.
a) If a student does not sit Final Examination and Repeat Final Examination, a Phase Grade “F4” is given. In this case, the average score of the subject committee examinations is disregarded.
b) If a student receives a failing mark at the end of Repeat Final Examination, the Student repeats that phase within the limited periods indicated in Item 6. The student is discharged from the medical school, if he/she fails the same phase again. But upon receiving “F2” and “F4” grades, the student reserves the right to sit the examinations for three consecutive years. These examinations are performed at the beginning of the academic year. If a student passes these exams, he/she has the right to continue from the year he/she failed.
c) The student failing in elective courses not necessarily attend the courses but she/he should take the final exams. If the students are not successful until the end of phase she/he cannot promote Phase IV.
The students must make-up the duration of the clinical clerkships (excused absence or absence).
There is an examination of each clinical clerkship in Phase 4 and 5. In general, the assessment examination is performed as theoretical (written and oral, written or oral) and practical (written and oral, written or oral) In the assessment of the examination, the student’s performance and success is taken into consideration as well.
Students who fail a clerkship assessment enter a repeat examination of the clerkship(s) within fifteen-twenty one days after the completion of all clinical clerkships. The students are allowed to repeat the clinical clerkship the coming year if there is no problem about the duration of medical education stated in item 6. If the student fails and is called for a repeat examination of that clerkship, and fails in the repeat examination, he/she is discharged from this institution.
The students who fail in clinical clerkships receiving (F2-F4) and discharged from this medical school, are given three chances to complete these clinical clerkships. There is a limit to benefit from the chance to repeat clinical clerkships; this is utmost three clerkships. The application is done at the beginning of academic year. During this make-up period the student continues for further clerkships by successful completion of F2-F4 grades

The phase grade of clinical clerkships in Phases 4 and 5 is the average of clinical clerkships grades and is calculated according to Item 13.
In this phase, the student’s performance is evaluated according to his/her study and enthusiasm in in-patient and out-patient wards. The student’s academic success is calculated according to Item 13.
At the end of ninth year of education program, Phase VI (Undergraduate Interns) are given the opportunity to repeat clinical clerkships if this exceeds 5 clerkships. Taking this opportunity, if the student decreases the number of failed clerkships to 5 or lower, the student reserves to attend each clerkships once a time. If the student reserves not to attend and failing in 5 clerkships the student takes the opportunity to attend twice in two academic years. If the student fails three or less clerkships, the student can repeat unlimited of these. The students continue to pay tuition fee in unlimited repeat.
The interns evaluation is transformed according to Item 13.
The following diplomas are issued by the Faculty of Medicine
A- The Basic Sciences Certificate: Awarded upon the successful completion of the first two-year program, (Phase 1 and 2) of the Faculty of Medicine. This certificate will only be issued to students who will not continue their studies towards the M.D. degree.
B- M.D. Degree: Awarded upon satisfactory completion of the requirements of the Faculty of Medicine.
The physicians who have completed the residency training programs at this institution are issued a certificate prepared by Hacettepe University, Faculty of Medicine.
After the announcement of the examination results the students can request the Dean’s Office to re-examine.
a) The students who do not sit the subject committee examination due to their excused absences (illness, etc) are given an examination later if their excuses are acknowledged by the Faculty Executive Committee. The examination date is decided by the Faculty Executive Committee.
b) There is no examination (those who have excuses) applied apart from the Compretensive, Repeat, Clinical Clerkships and Clinical Clerkships Examination.
In medical education, the former phase is a prerequisite; that is a student cannot pass to the upper phase without being successful in the former phase.
In order to ascertain the success rate of physicians, the average of phases is calculated.

The students general outlook should abide by the profession they perform. If the students do not obey the rules, disciplinary action will be taken against him/her.
Rules Omitted
Published in February 7, 1983 “Hacettepe University Faculty of Medicine, Education and Examination Regulations” in items 15,24,27 the said F3 grade is omitted at the beginning of 1988-1989 academic year.
This regulation is in force for all students starting by 1989-1990 academic year.
The items introduced are implemented by the President of Hacettepe University.
